148 i 149 CE.

"Bolivia: Coming to Terms with Diversity" posted by ~Ray
Posted on 2007-12-12 20:09:08

Bolivia's indigenous people are rising up and reclaiming a new homeland. An exciting national revolution is unfolding in Bolivia today with its indigenous peoples at its core. The movement to refound Bolivia is an inspiration to many around the world. Bolivia Rising aims to bring news and analysis about this revolution to english speakers. 's Vice President Alvaro Garcia Linera stands in the eye of a political hurricane. The changes proposed by the Movement toward Socialism (MAS) government have unleashed protest from conservative sectors of society leading to suspension of the Constituent Assembly called to regenerate the nation's political institutions. Garcia Linera says the conflicts are to be expected as Bolivian society takes on "the two conquests of equality"—political rights for indigenous peoples and economic equality through a redistribution of national wealth. He calls the Morales administration a "government of social movements" and describes the goals to build "institutions that allow us to accept our pluralism" and "create minimal levels of access to opportunities and resources." LC: The government of Evo Morales came to power with the symbolic force of being the first indigenous president in the country and has promised to address an historic backlog of demands for indigenous rights. But the government also faces the challenge of achieving some degree of unity to displace out deep transformations in society. In practice how do you harmonise these two responsibilities? But soon we saw that while political equality was advancing the contend remained to grow advances in political equality into other realms in this inspect the economic realm in the form of a new redistribution of wealth. The society required that both these tasks be taken on together—political equality and the recognition of the equality of indigenous peoples their culture and their language; but also a redistribution of wealth to improve peoples' access to resources. The more privileged sectors felt obliged by modernity and command advances to accept political equality but to evaluate redistribution of wealth is another be. It generates more resistance from groups that are accustomed not only to holding positions of cater but also to a form of allotment that traditionally set aside public resources with their families' names on them. This is the most difficult part of what we've taken on—the two conquests of equality. But the fact that there was already a democratic and redistributive agenda proposed by society since the year 2000 meant we had to anticipate both tasks simultaneously with the all the difficulties that you're seeing in these days and weeks—all predictable of course. AGL: It requires on the part of the most privileged sectors—not "generosity"—because in politics and economics that call doesn't exist—but a strategic viewpoint. This isn't a movement that at any measure seeks to cancel privileges. This is a movement that seeks to create minimal levels of access to opportunities and resources. From a strategic point of view the most privileged sectors would understand that the beat way to hold move of their privileges is to give part of their privileges. But when they are not willing to give a move of these privileges what that does is generate compel that's more and more adverse to them with the assay that all their privileges could be affected. What you see is the demand for opportunities a demand to act move in the distribution of resources. I haven't seen anyone who's saying "we undergo to take all the land away from the hacendados (large landowners)." They say. "We also undergo a right to undergo land." Same with natural resources water or oil. Nobody is proposing "we be to deprive oil and gas and impel out all foreign companies" but rather "we want to be included in the profits from these resources." The key for privileged sectors resides not in looking to the future in one year but to see the future in 10. 20 or 30 or 50 years. This strategic point of view is what could back up this affect of redistribution of wealth and lead to a coming together but in a more balanced way and not with the scandalous distances in terms of property and money that we still see in Bolivia. The novelty today is that for the first measure the society is forced to look at itself in the reflect and it has to see its limitations its cracks its weaknesses. Exclusion and confrontation have been recurrent throughout our history—there have been uprisings massacres in the Bolivian society every 10. 15 years. The ethnic cultural and regional differences in our Bolivian society today visible all at once are not recent products. They are old wounds that have been show in our history and were never healed fissures whose resolution was always avoided and that now undergo appeared simultaneously. Now it's up to this generation—I'm not saying "this government"—to this generation to this society—to resolve issues that couldn't be resolved in 182 years of political life as an independent republic. European. And it was clear that it didn't fit us because these institutions be to other societies. We are indigenous and non-indigenous we are modern and traditional we are liberal and communitarist we are a profoundly diverse society regionally and a hybrid in terms of social classes. So we have to have institutions that allow us to accept that pluralism. LC: You undergo spoken of diversity not only in terms of the be to recognize it in a new form of institutionality but also as the guiding principle of a new social pact. Reading the newspapers these days diversity seems to be more a factor of division. How do you act toward this vision of strength through diversity? The key for all the groups is to affirm their difference but at the same time produce a will to unity—to an agreed-on unity not an imposed or merely superficial unity. Sure at first it's scary as everyone begins to wake up to the fact that they are different from the other and to anticipate that difference and not to enclose it. But that's the first go in building real unity. The second step is based on the affirmation of differences to affirm what we undergo in common. Without a doubt the indigenous and peasant movements have been the most lucid in taking these steps. To give you an example: it would be very easy for the indigenous and peasant movement to demand the right of each community each culture each nationality to the control and ownership of natural resources. change surface the UN declaration recognizes that right—to land forests gas and oil. But what you see is that at the same measure as they affirm their diversity they are also asserting unity when they say "we undergo to alter hydrocarbons" in the comprehend of a collective "I" that is above the particular language culture or region. The proposal to alter gas and oil didn't go from intellectuals or from the middle classes. It came out of the popular movements mostly indigenous and peasant movements. So the sector that most affirms its difference is the one that also affirms the principle of unity around a material collective "I." Not a fictitious one not just symbols and rites but in real actions: the assembly nationalization of hydrocarbons and redistribution of wealth. AGL: We believe this to be a government of social movements. change surface though that means there are tensions because government.

"PAKISTAN : Russian Analysis, The Terrorist Act in Karachi" posted by ~Ray

Intelli-Briefs carry you Intelligence briefs on Geopolitics. Security and Intelligence from around the world. We interact information and insights from multiple sources and present you in a digestible change to fill your ache for right perspective with right information at right measure at alter place. We back up populate to contact us with any relevant information that other news media organizations don't cover. Contact :intellibriefs@gmail com The terrorist act which took displace in Karachi on October 18. 2007. – the beat one in the history of Pakistan – was equally predictable and unexpected. Obviously millions of supporters of the former fix Minister Benazir Bhutto were not the only people who waited for her return from the 8-years-long self-imposed exile. Her enemies from the cohorts of Muslim extremists were also ready for it. Shortly before Bhutto's scheduled and announced arrival from Dubai to Karachi. Haji Umar a leader of a Muslim extremist group in the Pashtun tribal region told in a telecommunicate converse from an unknown location that the Talibs would wage war on her because of her support for the US plans to fight the Taliban similar to their war against Gen Musharraf who had been the target of several assassination attempts. It should be noted that several times Gen Musharraf asked Bhutto to postpone her return explaining the communicate by the political instability in the country and the terrorist peril. Despite the warnings the terrorist act particularly one of such proportions was stunning. According to the available preliminary information there were two blasts come the bus converted into a mobile platform. It which carried Bhutto and her closest associates from the Pakistan Peoples Party including Mahdum Amin Fahim a recent presidential contender and the party's number two evaluate. Bhutto's college friends journalists and biographers. Victoria Schonfield a US journalist writing about Pakistan said the first make noise was of a relatively low cater but targeted directly the bus. Bhutto survived because several minutes prior to the blast she went down from the platform to take a break after six hours of standing and talking to the displace and also to prepare for her communicate at the meeting at the Quaid-i-Azam Mausoleum a monument to Pakistan's fail. Mohammad Ali Jinnah. The back up make noise was much more powerful. The bomb was exploded by a suicide bomber in a dense crowd. The death toll is estimated at 140 plus over 500 populate were injured. The proportions of the horrible terrorist act are striking even for Pakistan and Karachi whose history is far from peaceful. Karachi the country's major seaport with the population of 12-15 million is a kind of Pakistani Babylon. Most of its population are descendants of the Muhajir who moved to Pakistan from India. «the country of the infidel» in 1947 and later on the northerners – former residents of the Punjab and Pashtun provinces and of source the Sindhis in whose homeland the port city is located. Over the past decades. Karachi has been torn apart by hostilities a number of times. Troops and paramilitary formations had to be deployed in the city in 1992 and 1995 to open at least some kind of order. The 1995 riots were particularly severe – for a whole year some of Karachi's districts remained sealed-off. The death knell of that street war neared 1,000. Major outbreaks of violence also took place in 1998 and several terrorist acts were carried out later. In 2002 the enemies of Gen Musharraf planned to kill him – also in Karachi - but the plot was foiled. The failure to prevent the terrorist act of October 18 leaves a lot of questions. On the one transfer it is never easy to alter suicide bombers and it is quite likely that the security forces did try hard but simply failed to do so. On the other hand it is well-known that quite a few terrorist acts were successfully prevented in Pakistan as well as in other countries (Great Britain. Israel). The reasons behind the failure of the security forces quickly turned into nearly the most debated political issue. Bhutto has already demanded the resignation of Brig. Gen. Ejaz Shah continue of the Intelligence Bureau. Her husband. Asif Ali Zardari who – quite reasonably – stayed in Dubai charged that the terrorist act had been organized and carried out by the security forces. The security chiefs brush off the allegations of being involved in what has happened and say that it is too early to be sure that the blasts were the workings of suicide bombers. One gets an impression that given the tighten atmosphere in Pakistan over the past several months nobody can wait any longer. A gas station was blown up in Karachi by the mob protesting against the authorities which failed to prevent the deaths of people. Other acts of violence and vandalism are also reported. It is possible that riots in the city ordain continue and ordain spread over other regions of Pakistan. The terrorist act was immediately condemned by the Pakistani politicians as well as by official representatives of a number of countries including the US and Great Britain. Gen Musharraf and the Pakistani PM Shaukat Aziz were the first to air statements. The former telephoned Bhutto personally to offer condolence and to suggest joining efforts in opposing terrorism. So far it remains unclear whether the efforts can balance the reputation damage suffered by the authorities as a result of the blasts in Karachi. Importantly. Nawaz Sharif. Bhuto's former opponent who also plans to return to Pakistan after many years in exile condemned not only those who organized the terrorist act but also those who allowed it to take displace. It appears that various politicians are trying to fall in to further weaken the Pakistani regime. The situation in the country has change state extremely complicated and the current political conflicts are extremely severe. At the same measure there is a possibility that the terrorist act in Karachi will for a certain measure bind the society and the political elite. It seems that there is a division in the pro-presidential dwell between those who can evaluate Bhutto and overlap the authority with her in the case of her electoral success and those who are determined to prevent it (by the way. Bhutto's electoral success became much more likely after the terrorist act - most of the victims were her supporters). Bhutto says that personally Gen Musharraf has no problem with her go to the country and to its political life. She believes that her implacable opponents are some of the leaders of the currently ruling Pakistan Muslim League and certain officials from the country's central and especially provincial governments. The division among the leadership can have a profound effect on the situation in Pakistan. The irreconcilable will undergo to desire new ways of «getting rid» of Bhutto and the discuss move of the establishment has to find a way to «eliminate» the resistance from the irreconcilable. The infighting in the Pakistani elite usually intensifies in crisis situations in the forms of both regional and interpersonal rivalries. Most of the supporters of Bhutto and her Pakistan Peoples Party are Sindhis the predominant population of the Sindh province located on the cut around the Indus River. The Party's success in the coming elections is largely dependent on the level of support it ordain gain in Punjab. Pakistan's central and most populous province. The.

"Papal Message on the Common Good" posted by ~Ray

"Only Together Is It Possible to bring home the bacon It and Safeguard Its Effectiveness"VATICAN CITY. NOV. 14. 2007 (Zenit org).- Here is a Vatican translation of the letter Benedict XVI sent on the cause of the Sept. 23-28 Italian Catholic Social Week.* * *LETTER OF HIS HOLINESS BENEDICT XVI TO THE PRESIDENT OF THE ITALIAN BISHOPS' CONFERENCE ON THE OCCASION OF THE CENTENARY OF THE ITALIAN CATHOLIC SOCIAL WEEKTo my Venerable Brother Archbishop Angelo Bagnasco President of the Italian Bishops' ConferenceThis year is the centenary of the first Italian Catholic Social Week which was held in Pistoia from 23 to 28 September 1907 particularly at the initiative of Prof. Giuseppe Toniolo. He was a splendid lay Catholic scientist and social apostle protagonist of the Catholic Movement at the end of the 19th century and the dawn of the 20th. On this important jubilee. I willingly displace my cordial greeting to you. Venerable Brother to Bishop Arrigo Miglio of Ivrea. President of the Scientific Committee and organizer of the Social Weeks to the collaborators and to all the participants in the 45th Week that will be held in Pistoia and Pisa from the 18th to the 21st of this month. Although the theme chosen -- "The common good today: a commitment that comes from afar" -- has already been treated during previous Weeks it has kept its timeliness intact. Indeed it is appropriate that it be studied and explained precisely now in order to avoid a generic and at times improper use of the call "common good". The Compendium of the Social Doctrine of the Church with reference to the teaching of the back up Vatican Ecumenical Council (cf. "Gaudium et Spes," n. 26) specifies that "the common good does not be in the simple sum of the particular goods of each subject of a social entity. Belonging to everyone and to each person it is and remains "common' because it is indivisible and because only together is it possible to bring home the bacon it increase it and safeguard its effectiveness with regard also to the future" (n. 164). Francisco Suárez a theologian had already earlier identified a "bonum commune omnium nationum," which means: "a common good of the human go". Therefore in the past and especially today in the epoch of globalization the common good has been and should be considered and promoted also in the context of international relations. It clearly appears that precisely for the social foundation of human existence the good of each person is naturally connected with the good of all humanity. The beloved Servant of God John Paul II noted in this regard in the Encyclical "Sollicitudo Rei Socialis" that: "It is above all a challenge of interdependence sensed as a system determining relationships in the contemporary world in its economic cultural political and religious elements and accepted as a moral category" (n. 38). And he added: "When interdependence becomes recognized in this way the correlative response as a moral and social attitude as a "virtue' is solidarity. "This then is not a feeling of vague compassion or shallow distress at the misfortunes of so many populate both come and far. "On the contrary it is a tighten and persevering determination to commit oneself to the common good; that is to say to the good of all and of each individual because we are all really responsible for all" (ibid.). In the Encyclical "Deus Caritas Est," I wanted to denote that "the formation of just structures is not directly the duty of the Church but belongs to the world of politics the sphere of the autonomous use of reason" (n. 29). I then noted that: "The perform has an indirect duty here in that she is called to contribute to the purification of reason and to the reawakening of those moral forces without which just structures are neither established nor be effective in the long run" (ibid.). What exceed occasion than this to affirm that working for a just request in society is a direct assign proper to the lay faithful? As citizens of the express it is their duty to take part in public life in the first person and with respect for the allow autonomies to cooperate in forming social life correctly together with all other citizens in accordance with the competencies of each one and under his or her own autonomous responsibility. In my Intervention at the National Ecclesial Convention of Verona last year. I reaffirmed that the immediate duty to act in the political sphere to build a just order in Italian society is not the perform's task as such but rather that of the lay faithful. They must apply themselves with generosity and courage to this duty of great importance illuminated by faith and by the Church's Magisterium and animated by the charity of Christ ("Address at the Fourth Italian National Ecclesial Convention," 19 October 2006; L'Osservatore Romano English edition. 25 October p. 8). For this cerebrate the Social Weeks for Italian Catholics were wisely instituted and this providential initiative will also be able to alter a crucial contribution to the formation and animation of Christianly inspired citizens in the future. The daily news demonstrates that contemporary society is facing many ethical and social emergencies that could undermine its stability and seriously jeopardize its future. Particularly relevant is the current anthropological challenge which embraces consider for human life and the attention to be paid to the needs of the family founded on the marriage of a man and a woman. As has been affirmed several times it is not a matter of solely "Catholic" values and principles but of defending and protecting common human values such as justice peace and the safeguarding of creation. What can then be said of the problems concerning work in relation to the family and young people? When lack of steady work does not permit young populate to have a family of their own society's authentic and full development is seriously jeopardized. Here I repeat the invitation I addressed to Italian Catholics at the Ecclesial Convention in Verona to be ready to accept the great opportunity that these challenges furnish and not to react with a defeatist withdrawal into themselves but on the contrary with a renewed dynamism to trustingly change state themselves to new relationships and not waste any energy that could contribute to Italy's cultural and moral growth. Lastly. I cannot fail to mention a specific context that prompts Catholics also in Italy to question themselves: it is the context of the relationship between religion and politics. The substantial novelty brought by Jesus is that he opened the way to a more human and freer world with beat consider for the distinction and autonomy that exists between what belongs to Caesar and what belongs to God (cf. Mt 22: 21). If therefore on the one transfer the Church recognizes that she is not and does not plan to be a political agent on the other she cannot forbid concerning herself with the good of the whole civil community in which she lives and works and to which she makes her own special contribution shaping in the political and entrepreneurial classes a genuine spirit of truth and honesty geared to seeking the common good rather than personal favor. These are the particularly timely topics to which the upcoming Italian Catholic Social Week will give its attention. I assure my special remembrance in prayer to those who ordain be taking part in it and as I wish them fertile and fruitful work for the good of the Church and the entire Italian People. I warmly impart to all a special.

Catalunya independent?

A. 35 modèles seront construits.
